The wielder of this artifact may take two additional maneuvers if they declared war upon a nation that is majority Ethereal Flow. If the target of the declaration is not majority flow but has any amount of Ethereal flow pops, they may take one additional maneuver in their war session against that target. The wielder gains "terrifying presence" on their ruler unit in wars. When the wielder of this artifact is dueling an Ethereal Flow character, that character must succeed a DC 15 Cunning check at the start of each duel round else suffer -4 to that round's roll.
